Need for effective urban Governance for Management
of Solid Waste in Indian Cities: a Case Study

Solid waste can be defined in terms of unwanted
residues, solid or semi-solid that are thrown away
by domestic, industrial and commercial sectors. It
consists of discards of households, dead animals,
waste from industrial, commercial and hospital,
waste from hotels and restaurants and other large
waste like debris from construction sites, furniture
etc, incinerated, or else by being accumulated,
stored or treated before it is abandoned. It is well
known fact that solid waste management has become an
obligatory function of urban bodies, to arrange for
daily cleaning, collection, transportation,
processing and disposal. Municipal solid waste
refers to those solid wastes where collection and
disposal comes under the duty of the municipality or
other local civic authorities. The importance of the
proper management of solid waste by the municipality
is one of the prime functions of the local authority
as in-sanitary management of solid waste is a cause
of diseases. In this paper an attempt has been made
to (i) review the urban policy in India, (ii) to
examine the present status of Aligarh city’s
population, area and solid waste management
conditions, (iii) to assess the shortcomings in the
present system and (iv) finally to focus on need of
effective urban governance. The study is based on
both primary and secondary sources of data. Primary
sources of data have been collected through city
surveys during 2011 and 2012. Data from secondary
sources have been collected from various Government,
Aligarh Municipal Corporation and Aligarh
Development Authority offices, bulletins of Aligarh
city and various libraries
